Position InformationThe primary goal of this classification is to supervise the daily operations and personnel involved in water quality environmental compliance and enforcement activities. This role administers the Grease Management Program, which is vital for safeguarding public and environmental health by protecting Cobb County Water System infrastructure and preventing sewer overflows primarily caused by fats, oils, and grease. The Grease Management Program oversees continuous efforts to ensure that Food Service Establishments (FSE) have appropriately installed and maintained grease traps to protect the Publicly Owned Treatment Works, including the collection system and wastewater treatment facilities. This is achieved through the permitting and regulation of FSE's.
Essential Functions Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates and delegates work activities of assigned staff: confers with Environmental Compliance Superintendent when needed; prioritizes and assigns compliance activities in order to meet objectives; develops and oversees employee work schedules to ensure adequate coverage and control; ensures that staff have the proper resources needed to complete assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; provides training and instructs staff regarding operational procedures and proper use of equipment; and provides progress and activity reports to Environmental Compliance Superintendent and department managers as requested.
Ensures compliance with all applicable local, state and federal rules, regulations, standards, policies and procedures: interprets, explains and applies, applicable environmental rules and regulations; reviews investigative and compliance reports and actions submitted by staff; assists in field investigations as needed; attends and conducts compliance meetings with the regulated community; and initiates any necessary compliance actions.
Receives and reviews plans for compliance with county specifications; approves or denies plans; submits approved plans; and makes recommendations to bring denied plans into compliance.
Oversees database application specific to functional program area: adds users and determines appropriate level of access; coordinates maintenance and upgrade activities when necessary; ensures documentation of work activities are entered; monitors information entered for accuracy and completeness; identifies irregularities; prepares and submits related reports.
Performs public relations and outreach duties: updates website; creates and designs educational brochures and materials; answers questions and provides information; and assists in preparing emergency plans.
Interprets and enforces the provisions of applicable codes, specifications, and standards: provides information and technical assistance concerning code requirements; discusses problem areas with business owners, property owners, residents, and contractors; works with staff and the regulated community to resolve problems; responds to questions concerning code violations; and conducts research as needed.
Performs other related duties as assigned.
Minimum Qualifications Bachelor's Degree in Environmental Science, or related field required; supplemented by three years of experience in environmental compliance; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses and Certifications Must possess and maintain a valid Driver's License
Physical Abilities Tasks require the regular and at times sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements Some tasks require the ability to communicate orally.
Environmental Factors Essential functions are regularly performed without exposure to adverse environmental conditions. Some essential functions, however, may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, unsafe structures, heights, confined spaces, machinery, electric currents, or difficult customers.
