This classification is distinguished from Assistant County Attorney I in that incumbents in this class have five years of law experience and are expected to be able to function with significant autonomy representing the interests of Fulton County-related clients with limited supervision.Essential FunctionsServe as counsel in representing the legal interest of the County for assigned departments in accordance with state and federal laws and rules of professional conduct: provide legal advice to represented clients and other department heads, elected officials or managers as requested or assigned; attend meetings; assess nature of the legal issue presented; research and analyze internal regulations, policies and procedures or relevant state and federal law; advise client of legal solution and execution of appropriate steps and implementation.Research legal issues and write legal opinions and memoranda; develop strategies and solutions to ensure compliance; provide information regarding updated laws and regulations as needed.Manage litigation for assigned county-related departments: prepare and respond to interrogatories, requests for production of documents, requests for admissions and other discovery requests; prepare appropriate motions and other necessary pleadings; take and defend depositions; meet with clients and other witnesses; conduct legal research; determine case strategy; attend and participate in mediations, trials, and hearings; argue client's position; make and respond to legal arguments; present and examine witnesses; introduce and/or oppose evidence; issue subpoenas; prepare and respond to appellate filings; communicate with clients, opposing counsel, and adverse parties; maintain related documentation and files.Draft and review contracts and agreements: review contracts for compliance with internal policies and procedures, as well as local, state and federal laws; conduct research; analyze terms and conditions to ensure County's interests are protected and safeguard against potential liability; give legal advice regarding contract details; maintain related documentation and files.Represent assigned department in personnel matters: attend Personnel Board hearings and other proceedings; conduct research; interview clients; represent County's interests.Represent County in tax appeals: respond to the Notice of Appeal; prepare and respond to interrogatories, requests for admission and requests for production of documents; attend mediations, arbitrations and hearings; prepare for and attend and participate in trial; meet with client and expert witnesses; review and analyze data submitted by client and taxpayer.Develop and review legislation: review, draft and interpret laws, ordinances, regulations and resolutions; review and interpret pending and new legislation; analyze impact on County policies and services; provide advice and direction to County officials and departments regarding the same.Maintain a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures.Process a variety of documentation associated with department/division operations within designated timeframes and per established procedures.Operate or use various equipment and supplies in order to complete work assignments.Communicate with County officials, supervisor, other employees, clients, court personnel, third‑party service contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Additional FunctionsMay provide lead guidance and direction to paralegals and administrative staff, including instructing and training, and assigning and reviewing work.
