POSITION OBJECTIVE: The Project Engineer (PE) assists the Project Manager with construction management for all assigned projects from inception through completion. The PE serves as a liaison between the client, the construction project manager and subcontractors to make sure a construction project proceeds safely, accurately and smoothly. The PE is an integral part of the project team ensuring projects are delivered on time and meet FCL standards.DUTIES AND RESPONSIBILITIES PRE-CONSTRUCTION, PROJECT AND SCHEDULE MANAGEMENT Assist in soliciting subcontractors, creating bid lists as neededAssist Project Manager with permit paperwork and procurementWork with Project Superintendent to conduct pre-construction meetings.Set up job site logistics to include dumpster delivery, Field Office coordination, Portable Toilets, etc.Assist in qualifying and releasing subcontractorsAssist in the assembly of subcontractor Scopes of Work Manage commitments in CMiC to include Prime Contracts, Subcontractor/Vendor Contracts, Purchase Orders, Owner and Subcontractor Change OrdersTrack all documentation for compliance with in CMIC to show final approval and execution to include Prime Contracts, Subcontracts, Certificates of Insurance, W9's, Purchase Orders, Owner and Subcontractor Change OrdersReceive, review, submit and track subcontractor/vendor submittals, shop drawings and Requests for InformationEstablish and maintain within CMiC project logs to include Procurement log, RFI log, Submittal log, Safety log, etc.Ensure timely distribution to Superintendent of all documentation from the office, such as approved submittals and physical samples, updated drawings, etc.Maintain & keep organized the construction documents for each project and forward all updates, changes, & owner/designer clarifications to the subcontractors and the SuperintendentIdentify and track critical material lead times to ensure a timely delivery dateAssist in establishing critical path (logic and durations) for the master scheduleTrack material deliveriesAssist in resolving onsite safety issues if requiredAssist Site Superintendent to demobilize the construction siteDevelop, maintain, and distribute meeting agendas and minutesAttend any onsite meetings that may be required to maintain meeting minutesResponsible for compiling project Close-Out package that will include Warranty letters, O&M's, As-Builts, etc., and all other documents required by contractAssist in the assembly and review of Pay Applications, as requiredAssist in obtaining required Certificate of Occupancy and any other applicable approvalsOPERATIONAL EXCELLENCE Demonstrate an understanding of the quality control requirements of each projectAssist the PM to coordinate productive pre-construction meetings (general, city and mini-construction meetings) to review inspections, communicate requirements and manage expectationsPerform regular jobsite visitsEnsure accuracy during submittal process to ensure timely approvals. Maintain an accurate and updated material delivery log.Ensure proper document control and record keeping. Complete and retain all required project documentation in CMiC & Egnyte . Coordinate with Project AdministratorEstablish and maintain a proactive approach to avoid potential project issuesRELATIONSHIP MANAGEMENT Collaborate with the PM to effectively problem solve issues by analyzing all aspects of a situation to reach final solutions.Work with the production team and owner to establish and/or maintain a healthy working relationship by clarifying owner needs, frequent communication and timely problem solving.Build professional relationships with all team members by acting with the highest level of ethics and integrity.Network with other professionals in the industry to assist in maintaining the reputation of FCL.CHANGE ORDER MANAGEMENT Ensure all change requests are approved by the owner and incorporated into the Owner Change Orders as well as the Subcontractor Change Orders.Evaluate Subcontractor Change Orders (SCOs) and be responsible for the process to write SCO's and distribute SCOs to the subcontractorDevelop Owner Change Orders (OCOs) description and be responsible for the process in writing OCO's, distribute OCO's to Owner and obtain written approval.REQUIRED EDUCATION, EXPERIENCE AND SKILLS BS/BA in Construction Management, Architecture, Civil Engineering or related field or equivalent in work experience.Knowledge of basic building design and construction systemsAbility to read construction documents and specification manualsAbility to compile and analyze dataStrong organizational and writing/speaking skillsKnowledge of construction estimating and procurement processesAbility to interpret and apply state law, local codes and administrative procedures related to effectively managing a projectWillingness and availability to travel as neededPREFERRED 2 years of experience managing projects ranging from $5M – $30M (+) contracts in commercial, and/or industrial construction environmentsKnowledge of scheduling, cost control and safety proceduresBasic knowledge of construction estimating and procurement processesDemonstrate knowledge and proficiency in working with computers and other types of technology.Working knowledge of the following computer applications: Microsoft Office Applications - Word, Excel, PowerPoint, CMIC, Bluebeam and Microsoft ProjectPHYSICAL REQUIREMENTS Mobility on and around construction sites with uneven surfaces and inside the officeAble to climb stairs and/or ladder if requiredWorks in inclement weather/high noise level at times during site visitsWork at a desk or computer screen with keyboard for extended periods of timeKEY SUCCESS FACTORS Following are key success factors for this role which measure results in meeting critical elements of the position.
