Overview UNCLASSIFIED OPPORTUNITY IN THE OFFICE OF THE TAX ASSESSORSalary for this position is $59,678.00.Minimum Qualifications Bachelor's degree in real estate, construction, business, or related field is required; supplemented by four (4) years of experience in property evaluation, appraisal, or assessment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Specific License or Certification Required: Must obtain Appraiser II certification within a year of hire. Must possess and maintain a valid Georgia driver's license.Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.Responsibilities Appraises residential and personal property for tax billing purposes; conducts field inspections of residential and personal property; locates assets and property for appraisals; gathers and records data affecting values; makes calculations and applies data to appraisals; prepares detailed records for use in calculating appraised values; applies and interprets state and local laws pertaining to property assessments and appraisals; appraises fair market value of taxable personal and residential property.Audits financial records of businesses within County for accuracy and consistency with personal property tax reports; determines compliance with policies and procedures. Obtains and requests financial documentation from businesses and tax representatives for comparison with personal property filings; detects valuation errors and deviations.Determines if exemptions (freeport, pollution control, intangibles, etc.) are allowed; informs taxpayers on correct procedures for filing personal property reports.Reviews records and documentation to determine appraised values; verifies sales and market data; verifies ownership for proper classification; identifies factors impacting value; audits personal property records; researches discrepancies.Calculates appraised values and approximate taxes due; maintains fair market value, uniformity, and equalization of comparative property; enters appraisal data into computer and generates computerized reports.Verifies permitted improvements to property; conducts field reviews; measures and calculates changes in square footage; determines construction type and quality; verifies renovations and their impact on valuations; determines depreciation in property values.Provides information and assistance regarding residential property valuations, tax assessment rules, procedures, or other issues; explains tax policies involving levy and collection of taxes; researches problems and initiates problem resolution; provides audit findings to taxpayers and defends as necessary.Responds to formal appeals related to property valuations; verifies records; conducts additional research and field reviews; defends appraisal values and/or makes recommendations to the Board of Equalization; modifies appraisals as appropriate.Maintains listing, assessment, and appraisal information on residential property within the County; updates department records and files; enters and retrieves data from information systems; generates computerized reports.Maintains current knowledge of applicable laws and regulations; keeps abreast of professional trends; participates in continuing education as appropriate.Performance Aptitudes Data Utilization: Evaluate, audit, and assess data using established criteria; exercise discretion in determining consequences.Human Interaction: Work with others to coordinate programs and resolve problems.Equipment, Machinery, Tools, and Materials Utilization: Operate relevant equipment and tools.Verbal Aptitude: Handle a wide range of reference and advisory data.Mathematical Aptitude: Perform basic arithmetic, decimals, percentages, and related calculations.Functional Reasoning: Apply independent judgment to solve problems and develop approaches.It is the policy of Fulton County that there will be equal opportunity for every citizen, employee and applicant, based upon merit without regard to race, color, religion, national origin, gender, age, genetics, disability or sexual orientation.#J-18808-Ljbffr
